From the 1975 annual historical summary's Introduction (page 1): The U.S. Army Administration Center (ADMINCEN) was established provisionally on 1 March 1973 under the Training and Doctrine Command (TRADOC) as part of the Army reorganization in CONUS. ADMINCEN became an official organization on 1 July 1973. On page 2: One event during FY 75 placed Fort Harrison in the national limelight. From September 1974 through April 1975 the ADMINCEN carried out the Department of Defense portion of the President's Clemency Program for Vietnam era deserters (See Clemency Program).
