From the 1977 annual historical review's Prefatory Note: This is the first Annual Historical Review of the US Army Armament Research and Development Command (ARRADCOM). Because the reorganization involved a number of installations, commands and laboratories there was a concerted attempt at historical continuity by tracing the origins of ARRADCOM's major segments. The emphasis on this phase accounts for a more voluminous report than would be called for in ordinary circumstances. -- From Chapter 1, FY1977: Overview (page 3): FY1977 is the inaugural year of the US Army Armament Research and Development Command (ARRADCOM), for it was on 31 January 1977 that this major new Army command formally came into existence and it was on 20 March 1977 that personnel were transferred from their former organizations into the new command. The genesis of the US Army Armament Research and Development Command (ARRADCOM) and the selection of the site of Picatinny Arsenal, Dover, NJ, as its headquarters evolved from the recommendations of two committees after the Department of the Army sought to improve every facet of its armament capabilities.
