From Chronological Development: Army Emergency Relief, a non-profit corporation, was organized under the laws of the District of Columbia on 5 February 1942, as an integral War Department activity. Prior to the outbreak of the present was, the Army Relief Society, organized in 1900, was the only organization operating throughout the Army which was equipped to assist dependents of military personnel in financial emergencies. While this Society had rendered extremely valuable services during the forty-two years of its existence, it was permitted under its charter to assist only widows and orphans of regular army personnel. Families of men on active duty, active and retired army personnel, personnel of other components, and widows and orphans of personnel other than regular army, whose death had occurred while on extended active duty, could not be helped in the financial emergencies incident to military service. -- During the early days of Army Emergency Relief an opinion was obtained 17 August 1942 from the Judge Advocate General confirming the right of the organization to the detail of Civil Service employees and to the assignment of space in War Department buildings.
