"It would be hazardous indeed to attempt here a full discussion of the evolution of U.S. military policy since and its influence upon the development of the Army organization, for the subject is far too complex to be dealt with in the limits and scope of this paper. This paper only seeks to identify these two lines of development and to show how, with the advent of a new administration in 1961, they eventually merged to give the United States both a new national military policy and an Army organized specifically to support this policy. Within the Army evolution of a new policy proceeded two lines: the development of a strategy more closely attuned to the military realities of our times, and the search for an organizational concept which would best enable the Army to support such a strategy." -- Introduction, page 1.
