This is a 24-hour exercise at staff group level. Students are required to function successively as members of the US Military Mission, Zaire (ZAMISH), staff officers of a joint task force, and members of the army component staff to plan and coordinate the US response to a crisis situation in Zaire. Although the scenario is fictitious, it draws on real world data and is partially based on events that actually occurred in Zaire in 1977 and 1978. The primary emphasis of the exercise is on the contingency planning operations in an area with no US force presence. The exercise will be divided into three distinct phases: Phase I, The students will be organized into staff group crisis teams at JTF (joint task force) level where they will be required to evaluate a developing crisis, make assessments of the situation, and develop courses of action to deploy a military force using the Crisis Action System and the Joint Deployment System. They may be organized as a joint staff to assess military operations available from the low-level security assistance to the commitment of US combat forces. Phase II, The students will be organized as members of the army component of the JTF where they plan the deployment, tactical employment, and logistic support of the forces. Phase III, The students are required to reorient their thinking and prepare joint tactical employment orders in a combined operations environment.
