Mission. Each peace operation is unique-many will use the United Nations (UN) Charter as buttressing rationale. Accurate and timely mission analysis is essential-consider leading the assessment team. Peace operations are conducted in a dynamic environment. It is critical that you have a definable end state. Integrate multinational forces-balance strengths and national agendas. Recognize nontraditional considerations-where possible, integrate with other organizations and operations. Joint Task Force (JFT) organization. NGOs and PVOs are a fact of life. The civil military operations center (CMOC) has worked well integrating and capitalizing on differing expertise and capabilities. The media can help-you will not be able to operate outside their scrutiny. Human intelligence will be critical to your operation. JTF command responsibilities. Communications will not be easy-plan on the worst. It is critical that military/security, humanitarian/economic, and political/diplomatic activities are constantly coordinated. Each of these three "legs" must remain steady. Negotiation and mediation may be necessary to settle disputes. Transition planning is required to successfully achieve the desired end state. The higher the level of force security the less likely you are to suffer a disaster. Maximize training prior to deployment; rehearsals are absolutely essential for success. Logistics. Operations and logistics are inseparable-neither can be more important than the other. Transportation is the 'linchpin' of your operation. Expect to be in the lead for providing support to a multinational effort. Maximize use of HN support and services. Supporting logistics agencies are your keys to timely support. Legal responsibilities. Legal support is critical in peace operations. Existing international agreements will impact your mission. Rules of engagement (ROE) provide the guidance and basis for action. Keep them clear and current. Become personally involved in ROE development-ensure they are adjusted in a timely manner to fit your situation. Your PSYOP, legal, and CA personnel are vital to mission success and resolving other nontraditional situations.
