From 1973-1975 summary's Chapter I, Introduction and Organization: The US Army Military Personnel Center (USA MILPERCEN) was established to "execute and recommend military personnel policies, systems, and programs; to develop and supervise procedures applicable to military personnel management and development, and those directly related support services, to include personnel information systems, in support of the soldier and the chain of command." (General Order 1, 15 January 1973). Previously, military personnel functions had been scattered among numerous Army staff agencies where they had developed as needed. MILPERCEN consolidated most of these functions under one command for improved service to commanders and the soldier and in the interest of efficient management.
