From Commander's Introduction: The Combined Arms Command continued to conduct its business throughout 1990, although the year was anything but routine. The Command participated in a major restructuring of the Training and Doctrine Command, reorganized itself between August and October, and provided important support for Operation DESERT SHIELD. CAC and its subordinate agencies continued to refine the Army's basic doctrine, examined many changes in weapons, equipment and force structure, emphasized improvements in training and education, and continued to improve simulation-based training for commanders and staffs. CAC-sponsored staff training, using both traditional instruction and the most modern simulations, provided important support for Operation DESERT SHIELD both in the United States and in Southwest Asia. Experts from the Combined Arms Command played an important role in refining the plans for Operation DESERT STORM. The Command provided important support for the Chief of Staff of the Army in developing a concept for the future Army in a rapidly changing world.
