From 1987 Executive Summary: Fiscal Year 1987 (FY87) has been a year of great change for the 5th Signal Command. Many key personnel changed...the headquarters reorganized, integrating with the staff of the USAREUR Deputy Chief of Staff, Information Management (DCSIM). From 1991 Executive Summary: Fiscal Year 1991 was another year of continued challenge, change, and progress for the 5th Signal Command. It was a year of struggling new democracies in Eastern Europe and unrest and instabilities in Southwest Asia. These events were determining factors in the completion of the mission in the European Theater. From 1992 Executive Summary: Fiscal Year 1992 was a year of continued challenge and change for the 5th Signal Command. The year was characterized by the inexorable draw-down of US Force Forces in Europe, continued tension in Southwest Asia, civil war in the former Yugoslavia, and large scale relief efforts in Somalia. From 1994 Executive Summary: Fiscal Year 1994, like its predecessor, was a year of change and challenge for the 5th Signal Command. The relentless draw-down of US Forces in Europe continued, civil war in the former Yugoslavia, large scale relief efforts in Rwanda and continued tensions in Southwest Asia characterized the political landscape impacting on the Command. The 5th Signal Command lost 1018 military and 50 civilian positions during the year yet the continued facility deinstallations and the relocation of major organizations actually increased the workload of the command. In order to accomplish the mission, the remaining spaces were organized to provide streamlined command and control, and continued emphasis was placed on the development of process automation to enable the Command to do business "smartly."
