Interviewer: Dr. Walton Moody. Mr. Sullivan served as assistant secretary of Defense (Program Analysis and Evaluation) from 1973 to 1976. The office change its title in 11 February 1974 to the Director, (Defense Program Analysis and Evaluation). Mr. Sullivan worked in the acquisition business for forty-five years. He entered into acquisition immediately after graduating from college as a design engineer.
