Those who best use information make the best decisions, and despite advanced technology, the human-in-the-loop remains the hub of military action. The central question is whether current processes to enhance decision-making are sufficient for all levels of the battlefield. To make better decisions than the enemy means going well beyond traditional linear planning processes, looking beyond "hard" systems approaches to the "soft" systems methodology and dealing with problems in all their true complexity. Developing the ability to understand the patterns of the whole battlefield may be a major missing link in current training.
